Transport Sector Priorities and Opportunities Discussed within the ICAT Georgia Project
On September 15, the Transport Sector Working Group meeting was held within the framework of the ICAT Georgia project, bringing together representatives of relevant government agencies, municipalities, organisations and sector experts.
The meeting focused on key priorities and opportunities for strengthening climate action in Georgia’s transport sector and informing the development of the country’s updated climate policy framework.
Updating Georgia’s Climate Strategy and Action Plan
Participants discussed the ongoing update of Georgia’s Climate Change Strategy 2035 and the development of the new Climate Change Action Plan for 2027–2029. The updated framework will define key directions and concrete measures for climate action in the coming years, including measures addressing the transport sector.
Reviewing Progress in the Transport Sector
The working group reviewed activities included in the 2024–2025 Climate Action Plan, focusing on their implementation status and progress achieved to date. Participants also discussed implementation challenges and considered which measures could be continued, strengthened or further developed under the new Action Plan.
Low-Emission Transport and Emission Reduction Opportunities
With mobility demand and the number of vehicles continuing to increase, participants highlighted the importance of improving energy efficiency in transport, strengthening public transport and promoting low-emission mobility solutions.
The discussion also explored opportunities for further reducing greenhouse gas emissions across the sector.
Identifying New Measures
Drawing on practical experience and current sectoral needs, working group members discussed additional measures that could be incorporated into the updated Climate Change Strategy and the 2027–2029 Climate Change Action Plan.
Particular attention was given to measures that are realistic, measurable and practically implementable, and aligned with Georgia’s 2026 Nationally Determined Contribution (NDC).
The meeting contributed to identifying practical priorities and potential actions for a more sustainable, low-emission and climate-resilient transport sector in Georgia, reflecting the sector’s current needs and opportunities.
The meeting was held with the support of the Initiative for Climate Action Transparency (ICAT), in close cooperation with the Ministry of Environmental Protection and Agriculture of Georgia (MEPA), with technical support from the UNEP Copenhagen Climate Centre (UNEP-CCC) and the Regional Environmental Centre for the Caucasus (REC Caucasus).
