Environmental Policy

Environmental policy is most effective when the institutions responsible for it have both the legal tools and the technical capacity to implement them. Across the South Caucasus, the process of aligning national frameworks with international standards - EU directives, multilateral environmental agreements, global reporting obligations - is ongoing, and it requires sustained, expert support at every stage. REC Caucasus has been providing that support for 25 years, across all three countries and at every level of the policy process.

We support governments in developing environmental legislation, conducting Strategic Environmental Assessments, and building the institutional structures needed to put policy into practice. Under a GIZ-funded regional initiative launched in 2024 - Promoting Green Deal Readiness in the Eastern Partnership Countries - we are contributing to EU Green Deal alignment across Armenia, Azerbaijan and Georgia, helping national institutions understand what the framework requires and develop practical tools to meet it. We engage in international environmental processes to ensure regional perspectives are reflected in the standards and agreements that South Caucasus governments will be expected to implement. And we connect national practice with the knowledge, methods and experience that have worked elsewhere - because good policy doesn't have to be built from scratch every time.
