PCB-Free Electricity Distribution in Georgia

Objectives: Project overall objective is to ensure sound PCB management in Georgian electricity distribution network

Project Implementing Agency: United Nations Industrial Development Organization (UNIDO) 

Project Executing Agency: The Regional Environmental Center for the Caucasus (REC Caucasus)

Project Components: 

Component 1: Legal, institutional and capacity strengthening

Component 2: Management and disposal of equipment containing high concentration PCB oils

Component 3: Technology transfer for long lasting PCB management capacity in the electricity distribution sector

Component 4: Monitoring and Evaluation

 

Project Activities: 

  • Development of PCB specific amendments in waste legislation

  • Development of technical guidelines covering all stages of PCB life-cycle

  • Organization of the project stakeholders’ meetings/workshops

  • Organization trainings on practical and theoretical aspects of the legislation and guidelines for PCB holders (electric power generation and distribution companies, representatives of industries and private sector)

  • Organization of regional workshops for inspection authority regional offices on inspection of PCB regulations

  • Develop awareness raising materials and tools (t-shirts, cloth bags, cups, pencils and notebooks and fact sheets/infographics) for specific target group

  • Development and execution of awareness raising and public education strategy through different communication media, TV, newspapers, public debate, panel discussions etc. and carrying out regional awareness raising activities

  • Preparation complementary Inventory Plan

  • Inventory of transformers and capacitors containing pure PCB mixtures

  • Carrying out sampling and testing of dielectric oil and PCB analysis of up to 7000 transformers in Georgia

  • Organization of stakeholder workshop to validate selected PCB decontamination technology including operational management and National PCB management Plan

  • Conduction of monitoring of PCB decontamination

  • Project results monitoring and evaluation
