The Water Programme has been initiated based on recommendations of the REC Caucasus International Advisory Council and the results of the First International Conference of 2001 dedicated to Water Management in the South Caucasus.
Being established by the Governments of the three Caucasus countries, guided by the needs of its beneficiaries and other stakeholder groups, and based on the requirements of international environmental policies, such as the Environment for Europe Process, EU Water Initiative, the EECCA (Eastern Europe, the Caucasus and Central Asia) Strategy, and the European Neighbourhood Policy, the Water Programme aims at strengthened cooperation and coordination between the various stakeholders of the three countries of the region for integrated management of transboundary water resources.
